No the government does not have the right to control wheater people can give birth or not. If someone wants to have babies then they should be allowed to have babies and if they don't want to have any babies then they shouldn't have to have any. depending on what government you're apart, of they could either be pro-natalist or anti-natalist, but they still shouldn't be able to control if you should give birth or not.
