hell no your right about water being the best but fire has the same power how bout i list all the things about them water has ice darkness spiritual water sometimes emotions and sometimes emotions also it controls any liquid and anything cold fire has light lightning spiritual fire which can burn without oxygen magma which burns underwater anger for some and this includes anything to do with heat and im not listing all things here

well water or fire would win because they control dark and light think about it you cant hurt either some more reasonswater vs air blow it away it comes back absorb it it comes back earth and water earth any plants would die if to much gets absorbed comes back water vs fire goes any way fire vs wind fire burns on it and sucks up all the air and gets more powerful earth vs fire easy attack with a rock only delays it plants burn so its a tie between water and fire.
