practicing can be more dangerous for teens as their minds have not developed to such a level that they can handle driving.
• Only Permits should be issued at 15
The highest percent of car crashes is in teens, and we need more experience. At 15 you think you know what you are doing. Some people do, though. But there are many who are on drugs or just live life to party. That is not okay! If they get in a crash with all their friends that's their fault and the friends have to suffer, wrecks happen often but are higher caused in teens.
