A major problem in education is legislative actions (such as No Child Left Behind) which mandate goals which are suspect in their value or their ability to be achieved. Does anyone really think that all children will be able to read on grade level by any date? As a Special Education teacher I am certain that some of my students will try their best to increase their skills; however, their disability will preclude some arbitrary measure of success.
