At the Age 18 children become adults

They can know whats right and wrong for them

Everybody magically figures this out the day they turn 15? And what does "knowing what is right or wrong for you" have to do with your driving ability?

And the precentage of focus will rise at this age

Maybe? But I'd wager it would rise much higher (on average) at later ages, so why stop at 18?
