Yes and No. I guess it could technically be considered a form of begging but because it's Halloween......nah. If it were any other day of the year, then yes, it's probably begging.

Fairy tales give children a good foothold on the concept of morality and the differences between moral rights and wrongs. Because of their age, children can't help believing them to be true. At least most kids realize them to be just stories later in life.
