But the President can not declare war or supply money for the military

But it does not mean that Congress can not override it if they really disagree with the Presidents decision to veto

But Congress can override veto bringing the bill back to Congress and passing the bill

Actually Congress has the power to declare war not the president so you may want to go back and read the Constitution again

Another reason why Congress is more powerful than the President is because they have the power to use the Necessary and proper Clause. The Necessary and Proper clause is if Congress feels that a law is needed they will create it and it will hopefully get passed. And without this power that Congress has then laws would not be created or introduced. In the Constitution it reads, ''The Congress shall have the Power to make all Laws which shall be necessary and proper….”( Article 1 Section 8) And even if the President does veto the bill then Congress still has the power of override veto which is an example of the checks and balances system created so Congress can have some power over the President and his decisions.

The necessary and proper clause allows Congress to pass any law they think should be passed so, this means that the Federalists can pass any law they feel should be passed to benefit themselves..
