Contraceptives are absolutely preventive health care according to Planned Parenthood[1] and the Affordable Care Act[2].

Obviously contraception prevents pregnancy itself, but it also prevents the medical risks and side effects associated with pregnancy such as high blood pressure, chronic nausea, ectopic pregnancy, gestational diabetes, postpartum depression, and death[3][4].

Women are healthier when they have more control over when and if they get pregnant, a goal that contraception serves.

Well, this is the problem with the term, health care. Health care or medical care evokes many vague definitions.

Contraceptives is not preventive health care because it involves the act of sexual intercourse, and sexual intercourse is preventive within itself. Granted, human beings have sex, but it should be done responsibly. Health care is so vague that apparently, it supposed to cover everything under the sun.
