I'm having difficulty making sense of your question.

Your ISP is the company which provides your internet service, so blocking them can be translated to you blocking your own internet service. If you mean can you hide your internet activity from them then yes, very simply by tunnelling through a VPN.

If you mean can the government block an ISP then it wouldn't need software for that because the fat (data) pipes used by ISPs to tunnel traffic are owned by a central governing body (at least this is true in the UK as the exchange equipment is owned by British Telecom) and rented out to third parties at the body's own discretion. It has no obligation to service you with a network.
