Co convert into plasma state, any volatile liquid must have a melting point higher that that of metals.

But water melts at room temperature it self, then how can it change into plasma state?

If phoenix is right, then all we need is something energy that can keep water from melting up to that high temperature. May be a re arrangement of strings in H2O molecule can help

We very much can do so. Plasma is a rearranged and superheated form of water. If we had the right tools, its entirely possible.
