sure. Next time your in a descending elevator pick up a box.

Unless your question is referring to something in free fall, in which case either you are standing, so as soon as you touch/hold it its no longer in free fall; or you are also in free fall in which case both you and the object are experiencing zero gravity so you can move it, though not exactly lift it, as that implies pulling up against gravity.

As others have pointed out, you can lift an object in regards to your person while it is still technically descending.

It could also said that the function of wing surfaces in aircraft is to lift an otherwise falling object.

But, if you want to be a language nazi, you could note that the first case is in fact simply slowing the objects rate of descent, and an aircraft lifted by wings is either maintaining/gaining altitude and not technically falling, or losing altitude and not technically being lifted.

Overall, I would say yes, with exceptions for the language nazis- and their case is a rather pitiable one, given that they go out of their way to try and make others appear foolish just to make themselves feel clever. One would think they could put their 'cleverness' towards something actually meaningful and improve their own lives and maybe even those of others.
