You know what? If perchance lived in South Africa, I'd have a pretty damned good answer to this debate. But, just as luck would have it, I've never been there. According to the CIA World Factbook, South Africa is a republic. They have a constitution. They have a president. They even had a black president - something more liberal than America for the time. Especially considering the apartheid only ten years earlier. I'd say they sound like a democratic nation. Side: Reality
