Am I allowed to be a waste of human life?

As long as I don't comit any morale wrongs (such as killing another person, etc), I don't have any morale obligations. I have no obligation to safe the planet, I don't have an obligation to be kind to other people (as long as I am not directly evil). In other words, it's well within my right to sit and do nothing all day. I don't have a morale obligation to do things that are moraly good. 

So is it within my right to do absolutely nothing to make this world a better place? Am I morally permitted to do be passive for the entirety of my life?

If you were a computer program that didn't do anything would the computer owner want you on his pc?

The owner would probably want to delete me to save space. But me being a human being and all, I don't think he has any morale claim that I ought not to sit around all day. One thing is displeasing people, another is commiting a morale wrong.

There are, in fact, many computer programs that just sit on systems and servers doing nothing for the most part- typically to provide functions that are only needed once a week, once a month, once per quarter, once per year, etc.

This isn't quite the same thing as doing nothing all day, every day, but at the same time on most days these programs are doing nothing.

I would say so. If you are not infringing upon the morals of others then you are allowed to do so. If you wish to live that way then so be it.

It is not normal for a person (religious or non-religious) to lose sight of their values. If it should suit you, go ahead and be 'a waste', just so long as you utilise the strengths involved with the lack of moral concern. People have a tendency to be more analytical when their sense of morality and desire to please people has been thrown out the window.

Morality is an individually and socially constructed system of value judgement. If you personally have no moral qualms about being wholly passive and your personal morality is all that matters to you, then there is no moral issue at stake. If you are invested in the moral opinions of others you should expect at least some mild castigation for your passivity; there is typically a certain social expectation of positive morality.

Morals are things we thing up ourselves. We sometimes pick morals from holy books like the Bible or the Qu'ran, and we sometimes add some of our own. People pick different morals based on their position. A person who has little to eat, and has a family to support may have low morals, allowing him to steal in order to save his family from starvation, and a person who is rich, fully fed, and has enough indulgences, will choose morals not based on survival, but on other factors.

You are obligated to abide by the laws and consequences of nature. While you are at liberty to disregard the well being of yourself and others, if you exercise this liberty excessively it becomes immoral.
