Do the people of a nation have an obligation to provide welfare to their fellow citizens?

It's too late to show you because all my debates were deleted but when i first started on this site i was very very extreemly respectful but if i commented on anything at all from an african american perspective i was called every name you could possibly think of by pig/egnigman,terminator/ and a few others it was very ghetto like and then they started ganging up down voting me into silence and so one day i just got down and dirty. I was called some very nasty stuff so i started showing everybody how whites act in their everyday lives by doing what they do and......not one of you like it, not one of you understood what i was doing, and as usual (whoops i think a guy name david did see what i was doing at first but when i got more outragous even he turned against me) I am sick and tired of whites acting like they are not willfully obstructing african american progress and making an entire economic profit out of it at that!!! It also irks me that most of the worlds problems come from whites and when the "little" whites (the nobody's,the average white guy) supports and votes for the most wicked scum.the most corrupt men on the planet to no profit of their own it just boils my blood. Bush was a crook him,cheney,rumsfield...the blackwater shit and the clintons have sold the whole country down the river. Giving a handout does not promote the general welfare. This is why i don't debate you....you are ignorant. Welfare is not suppose to be a hand out but a hand up. when the welfare laws were being changed (during clinton under republican views) it was after 50% of african american males had been criminalized. You don't understand this which is why i don't like talking about it. when you commit a minor offence and you are black a way will be found to classify it as a high crime or misdomeanor....which is a felony....i must stop here because you will never ever understand. No, of course not. That's a little strange to make it mandatory. I mean, I suppose it could work. Socialism and all.(Which we should totes try out some time.) ...But really, should it have to be mandatory for people to actually start caring about their fellow man?
