It could be accomplished with taxpayer support. There is something called halo fi. It's like wifi, but it uses satellites and ground-based antennas. This way, everyone pays for it, and everyone uses it. At least the ones who can work and pay taxes. Can't do anything about the freeloaders though. Damn parasites.

No. It's a service that is entirely optional with multiple providers and methods you can choose from. It's a privilege to have but not a right. Now, access to it, such as free public libraries with internet for research could possibly be argued as a right but even then I would say it's most likely not. But I'm curious to see if any points can be made in that favor.
