Only provided it is a reasonable gun. No one needs a fully automatic firearm for hunting, and if they do they're a shitty hunter. That being said I would far from encourage it in the first place, they're designed to do nothing but harm and that's what they do the most.

As a direct response to your question, I answer with a "yes." However, I think the catch lies in the definition of "mentally healthy" people. Approximately 1 in 10 citizens of the USA are using antidepressants. Are these mentally healthy people? A larger percentage are using one kind of prescribed psychoactive drug or another. It would seem that limiting gun rights to "mentally healthy" people is a back door to destroying gun rights for many.
