As the outcome of the inquiry TOTALLY cleared President Trump of all charges pertaining to collusion with the Russians the statement itself was self contradictory and therefore open to a more precise and clear interpretation.
As the Mueller inquiry concluded, President Trump was NOT guilty of the scurrilous allegations made against him he was therefore TOTALLY exonerated from the said charges?

For example, if a murder weapon were to be found at Trump's house, Trump's defence team would question whether someone else could have put it there. If someone else could have put it there, the jury must acquit, regardless of whether or not someone else actually did put it there. It's called the concept of reasonable doubt. Defence lawyers are experts at finding and exploiting the concept of reasonable doubt in order to get their raping, murdering clients acquitted.

It's not the job of a prosecutor to exonerate people, only to charge with something. No charges, case closed. False accusations by the left do not need exoneration.
