First Past the Post

The idea that if out of 100 people, 30% don't vote, 20% vote Labour, 23% vote Liberal, and 27% vote conservative.... 27% is still a majority vote, where 73% of people did not get who they wanted. 

Is this system of voting fair and democratic? ( Doesn't need to be an alternative, just whether or not it's fair..!)

It's not fair with the utopian idea that if at least 51% of people want something that they all should get it that way, despite the 49% who said they clearly do not, or want it another way.
