How about setting a limit as to how many people you can ban from debates?
That way!
1. People would have to think twice before banning somebody, because they only have so many bans.
2. Nowasaint would actually have people left to debate with him when he used up his quota.
Everybody wins :D

People would just have more than one account so they could exhaust the bans with fake duplicates. But what might work instead is allowing a ban the banner button, meaning if say 5 or more people vote they were wronged by bans then the host debate itself literally gets deleted. The frustration the culprits would feel from watching their work disappear would be fun. Side: No thanks...
How about this: -1st, we fix all the bugs... I can't even edit or delete my own debates any more. When I click the edit button it tells me 'the debate has already ended'. That's just one example of the many bugs. -2nd, we improve the media like I was told would happen years ago. Now, having said that, if Andy doesn't want to spend another dime on the site until traffic improves I can't blame him... this is an expensive hobby. Side: No thanks...

I think if you were to ask the people who've been here the longest, there are not really that many trolls at a time. I think it's like maybe three or something like that. So if you were to set the limit to the average amount of trolls over the years, then it should be effective. But yeah, just an idea. Side: Good idea!
