They certainly help people grieve and come to terms with what happened. I saw a video on twitter of children lying dying in Barcelona, on street where I was only a few week ago. I brought me to tears. But what can be done? Changing the way we treat millions of people each year is not acceptable to me. I couldn't stand at the border, look people in the eye and say "no sorry, there is a 1 in 50 million (literally) chance you are a terrorist, I can't let you in", so I cant expect the government to either.
Also we have to keep things in perspective... in the USA there are approximately 73 deaths by terrorist attack per year. There are 47 by lightening, and 22 by cows making it about as likely that you will get killed in a terrorist attack as killed by a cow or struck by lightening. Should we be careful in storms and around cows? Sure. Should we detriment our lives or the lives of others in order to achieve it? Fuck no.
The difference is cows and lightning have no intent or motive to kill you. Terrorists do. We can't prevent cows or lightning. We can prevent terrorists from entering our country.
I dont see how the motive is relevant when we are discussing whether to change policy that affects innocent people as collateral damage.
Because lightning and/or a cow aren't going to try to take down the World Trade Centers, the Eiffel Tower, the Sears Tower, etc. and intentionally kill 3,000 + people in one single day, or worse.

However, the laws and policies of any country are not created and enforced for the benefit of those outside the country, but for the country's citizens. How we feel about the conditions and people in other places is a red herring, and should have no impact on any domestic public policies, including those regarding immigration.
All policies regarding immigration, whatever they are (visa types and numbers, Permanent Legal Resident numbers, country of origin requirements or limitations, etc.) should be made EXCLUSIVELY on the basis of what is CALCULATED to be good for the majority of the nation's CITIZENS. For example it would be irresponsible for the Spanish government to take the desires and needs of Americans into account when structuring Spanish immigration policy.
What I (in the USA) find amazing is how little hard data is available for people to use to figure out what US citizens actually need from our immigration policies. The only part of the discussion where people show up with hard data seems to be in regard to terrorism, and there the emotions are the primary focus, not the facts.
