Human Rights and the corona virus outbreak

In most european countries, and many countries elsewhere the governments have partially or completely restricted the civilian people's freedom.    One common measure is banning social activities in groups of 10 or more (this number varies from country to country).   Other countries have gone as far as to ban all outside activity completely, forcing people to stay at home.

It is pretty clear in the declarations of human rights that...

a) Paragraph 13 declares that ''freedom of movement'' is a human right
b) Paragraph 20 declares the right to ''public assembly''

These two human rights, according to UNs declaration, are obviously being violated right now in many places. I'd like to hear your opinions on how it is okay or not okay to take extreme measures in extreme situations, and is it okay that we have restricted people's freedom because of this virus outbreak.

To protect idiots from themselves along with the rest of the more responsible population governments regularly find it necessary to introduce emergency legislation which will, for the duration of any crisis, override all and any existing statutes.

For instance, during the bombing of U.K, cities by Nazi Germany in WW2 Winston Churchill's government had to pass laws banning the emission of light(s) from domestic households and commercial premises.

This was achieved mainly by the use of blackout blinds.

Private and business correspondence was regularly opened and scrutinized for any flouting of the strict laws imposed on the recording and publication of sensitive information.

Only a fool would interpret such essential measures as an infringement of their human rights.

The Coronavirus is totally ignorant of human rights.
