Most likely the kid, unless he was raised from birth with the idea that he will eventually kill someone and it will be okay. I'm 17 and I know that if my parents suddenly told me "You have permission to kill X person", I would just think they're completely crazy. Side: The kid

Both. The kid should know that murder is illegal whether his parents tell him to do it or not. But at the same time, parents have a lot of influence over their child's decision making. This is kind of like the story of the DC snipers. The son was totally brainwashed by his father, but he still commited multiple murders. Side: The parents
