If they deserve to be forgiven, yes. But in most cases no. If a person commits a mis deed they need to make up for it and prove that they're sorry, if not, and you forgive them anyway, why wouldn't they just do it over and over again. theft for example. if you just keep forgiving them, they'd own the world by now.
