Well it doesn't matter what's acceptable and what's not. Technically, there are many types of democracies. Nazi Germany was a democracy at first.

The US is a representative limited democracy... also known as a republic.

I'd say so, the governement is simply offering an idea, or a side, to the unchosen of the masses. While they are likely to actually influence some into their side of choice, the choice is still ultimately the individuals.

I they don't, somebody else will. They can't just let the people who challenge their decisions go unanswered. It is amazing how little people think for themselves. The government would not be able to act without crystallizing public opinion. Of course, it is NOT acceptable for the government to take away the right to challenge its policies.
