Or we can just lobotomize everyone to get rid of their emotions, that way, no acts can be perceived as bad and thus the necessities of laws, will cease to exists.

this describes exactly the purpose of reform programmes, although you're referring to lobotomy, the result is very much the same. while needlessly controversial, with the prisoner's consent it is exactly the same as the reform programs in place today

actually it's very difficult to change their brain to become a better person. I'm supposed that it depends on the level guilty. If they're just thieves, they would be punished by sentence to the prison in several months and even years. But if they kill people or do other terrible things, they must receive the heavy punish to death. It's law. They're cruel in their thought, their mood, their action. They have to be responsible for their guilty.
