Corruption "against the rule", on the other hand, is a bribe paid to obtain services the receiver is prohibited from providing.

Corruption is inevitable in either Democratic or Communist governments because humans are corrupt by nature; greed and self interest are the foundation of human corruption, so might as well accept the fact. How about the acquiesce between government and drug cartels? Side: yes
