Is it ever acceptable to pay or receive a bribe?

Corruption is operationally defined as the misuse of entrusted power for private gain.

Facilitation payments, where a bribe is paid to receive preferential treatment for something that the receiver is required to do by law, constitute "according to rule" corruption.

Corruption "against the rule", on the other hand, is a bribe paid to obtain services the receiver is prohibited from providing.

Corruption is inevitable in either Democratic or Communist governments because humans are corrupt by nature; greed and self interest are the foundation of human corruption, so might as well accept the fact.

I thought it was pretty self-explanatory, but my point was that a good person could bribe a bad person to not do a bad thing.
