Is it okay to report students who constantly cheat on tests and quizzes?

This year, I am taking an English Honors course in school. It has proven to be the most challenging of my courses and I believe many of my peers would agree. Despite this, I have noticed that many students have resorted to cheating during tests and quizzes. During every single evaluation, our professor walks out of the classroom exactly once. I'd like to think that a teacher who has been teaching at a school for almost fifty years would not be entirely oblivious to the things that happen in his classes on a daily basis. Still, the teacher walks out, leaving us alone, for about two to three minutes. During this period of time, students exchange papers, ask about answers, and use up every single opportunity to copy off one another while the teacher is out. In the past, when I have obtained grades that I do not consider to be satisfactory, mainly due to late assignments or simply not knowing an answer during evaluations, I have come to terms with the consequences and worked harder to do better. Right now, and I apologize if it's wrong, I am upset because a penalty for cheating has not been issued by the teacher in my class at any occasion, despite the fact that I feel many deserve one. I do not know if the correct course of action would consist of reporting this behavior or simply letting it be.

If she's been teaching for 50 years, maybe she naively assumes kids still have morals and integrity.

Honestly if she's been there for that long and still walks out I think she just doesn't give a damn. There may be a suggestion box or some way to notify her anonymously and if she STILL continues to do it then you have your answer.

Depends on what you're putting in the tea. To milk an ostrich I would imagine you need something pretty strong.

Life's a bummer. Depending on where you're getting this degree from, you're all being cheated out of muchos £££/$$$ in tuition fees/maintenance loans. If someone has found a way to make it a little easier to get their degree, even at the cost of others, I say good for them. Every one of your coursemates is a future rival, can't blame some for trying to get ahead. Let them cheat, but if they get caught, no sympathy.
