It is of course liberal, as per the definition of liberalism. Its purpose is to ensure that the country's legislation is based on the concept of human rights. Most of the conservatives in the United States support their Consititution. Most of the Conservatives in Saudi Arabia despise it. Conservativism is a relative term, liberalism is absolute.
