Tribal voting or;- ''THE HILLIES VERSUS THE BILLYS'' is alive and well in Down Town America just as it is, for a few examples, in Italy, France and Northern Ireland. So we in America are laboring under the dangerous misapprehension that our political system is THE guiding light of democracy which other nations should follow. In reality most of those who go to make up our electorate are no more capable of independent constitutional discernment or rational political judgement that the warring tribes in Northern Ireland or the Bongo-Bongo Lands of Africa.
