Unfortunately, as things are going right now. Such a choice would be a bit too far for our society to accept. We are built strongly on personal freedoms and the moment you legalize, or at least request that such behaviors as simply having children, be allowed by the state. Then you begin to tread on some rather dangerous ground. Doing as such would allow for other measure to come into place down the line, that could only cause more problems for the populace. Social engineering doesn't even begin to cover it at this point. - Yould then argue that those people with poor credit are not allowed to have children, then you could eventually adjust it to those who do not possess the best amount of social standing, and so on.
