He is very simply talking about determinism and causality of any given thought. He's right, it's always a chain reaction and seeing cows upside down may have inspired the accidental chain of events that led to the camera being invented, so on and so forth but every person (even those who don't invent) thinks and reasons. Where he may have a point is that the 'thought and reasoning' is simply luck of having the life events and DNA we have as opposed to any 'I got this thought myself' kind of thing since you are your brain, on a mental level. When Jacque says man cannot think or reason he doesn't mean it in a completely literal sense, "reason" is a learned method of arriving at rational conclusions and without learning the proper methodology the human brain has no ability to discern the logical from the illogical. Therefor man cannot think because your egoistic "self" does not produce or control your thoughts and man cannot reason because reason is a methodology rather than a property of the mind.
