Well, I personally normally favor offensive tactics over defensive, because an offensive pokemon that's quick can normally withstand a few battles in a row, while a defensive one uses up all of its pp early on. However, Rampardos isn't fast enough to qualify as a good offensive pokemon, while a Bastiodon can spend hours fighting the elite four, as Bastiodon can also learn strong attacks that have high pp. Also, with steel poison is uneffective, which destroys anyone playing smog or poisonpowder. So Bastiodon earns my vote.

I am not the type of person who trains rock type pokemon, but I am the type of person who focuses on the offensive side.

Rampardos is a sturdy pokemon as I recall. Evolving from Cranidos, it's Zen Headbutt still packs a punch, even if its defenses are dangerously low. In Pokemon Battles (games), what normally counts is how fast you defeat the opponent instead of how long you last against him. Sure it may annoy your enemy that you can't defeat the thing in a couple of shots, but wouldn't it be a sweeter and quicker victory if you do a simple KO instead of wearing the opponent out? Though maybe it might be nice to win in a long battle, it is just as good to take 'em out in the fastest way possible. Rampardos can be used to do just that.
