Should Americans Be Able To Choose Where Their Tax Dollars Go

In conversations with others about taxes, many individuals are not aware of the different places that their tax dollars are funneled into. Obviously, we're aware of the general larger categories. However, it's the sub-categories that individuals are not informed of. 
One such example is that of the tax dollars spent on sustaining the lives of prisoners. $55 Billion are spent per year on medical care, food, and other various amenities for prisoners in and out of Death Row. 

TO THE POINT: I am sure that there are many Americans who would rather their specific tax dollars to not go into bettering the lives of criminals, and would instead, like them channeled into public education, law enforcement, health care, and veterans benefits. Alternatively, I am sure that there are still some people who want their tax dollars put into prisons. 

Should Americans be sent a form at the beginning of the year (instructing them to pick a minimum number of categories), and being given the ability to choose where their tax money goes?

If we can't support our prison population, the answer ISN'T to let them starve.. The answer is NOT putting them in prison in the FIRST place. Certainly, HALF of them are victims of the drug war. The drug war has NEVER worked, and it might be time to take another approach.

One of the biggest problems with this concept is simple - over half of the budget isn't even discretionary. I like the idea, but it's incredibly impractical.

Well, we COULD get friendly with Putin, use "The Art of the Deal" to get permission to send them to Siberia, that could be cheaper.

Wait..What?...NO! Trumpy used that "Art" to negotiate a deal putting a former KGB spy in charge of "security" for the U.S. Embassy and several U.S. Consulates in Russia ... I guess to show how much he trusts Russians. THAT cost U.S. about $1.8M, (and the permission to plant bugs with impunity). Siberia wouldn't come cheap either.

Better we stick to the American way and have respect for human life ... where SOME respect is due.

But, then, Trumpy has a friend in the Philippines that respects HIM ... Nah, he wouldn't come up to America's standards of decency either, and I have too many friends in the Philippines, they have enough trouble. We SHOULD, though, spend our tax money more wisely. If we could only get some more from the 1% (That they should pay on their offshore accounts), we would have more choices. Taxes are complicated ... Who knew?? :-)
