Should PG graffiti on public property be legal?

I've been thinking about this for a while. Should pg (as in kids could look at it) graffiti, as long as it is on a public not private building or railcar, be legal. As it is just art on a wall, it usually makes it look nice, or cool. But understandably it is still vandalism. So should it be legal or not?

Vandalism:

(noun)

"an action involving deliberate destruction of or damage to public or private property."

How is PG material causing destruction or damage? As long as it is not private property I think it should be A-OK.

i feel it should be legal but if a certain location does not allow it then that can be their personal law. we allow street art so in my mind this is just another form of art.

Still vandalism.

Your puppy dog may look awesome but on the side of the Lincoln Memorial it's still not welcome.

It is still vandalism. Unless you have expressed permission from the owner of said wall, you do not have the right to decorate it as you see fit. PG or not. I wouldn't want to go outside my business and find someone painted on it....in fact I'm still annoyed that someone from UPS saw fit to write my address number on the side of my house without my permission or knowledge.
