Just to further your thoughts on this, what if he had exhausted all other conceivable methods with no success. I won't go into detail, because honestly the likelihood of doing so would border on impossible, but in the maybe 1% chance that he did, would punishment still be in order?

Yup. Send him to Jail. At least he will get some food, but he probably wouldn't be able to eat because he was mentally sick from worrying about his starving and possibly soon to be dead family. :(

If I have to choose between letting my kids starve or stealing food, I'm going to be stealing the food. Granted that's the last option but I also know if I saw a hungry family I wouldn't think twice about giving them food.
