It's more of a natural right. After all, it's pretty damn hard to NOT get water (unless you live in a terribly poor and inefficient country).

Yes, I beleive that access to basics food, water, shelter should be a right of any individual. The problem in this world is that we feel some who should get the basics derserve much more...which leaves many others to go without. The problem is defining what access and water are. If access is as much as needed for purposes beyond drinking, I would take issue with it. It the water means sanitized and fortified, then I would take issue with it. But yes, everyone should have the ability to gain access to potable water.

The fact that you have a computer tells me that you don't subsist off the "basics". Furthermore water is essential to life therefore, "Life, liberty, and the pursuit of happiness."

Digital electronics are cheap and widespread, Africa is actually one of the largest growing markets for cell-phones. Just because someone finds it difficult to have a lot of access to water, doesn't mean they don't also want and can't also get a cell phone with internet access.

Shouldn't that be "life,liberty, and property" the changing of the triad is a sad thing, even if it was/is pragmatic.

Without water, people cannot survive so the Government must make sure that its citizens have access to water.
