Yes, but not in the way it’s currently done. I would suggest a few guidelines if a nation were to help another nation: 1. Both nations should agree to the assistance. 2. The aid should benefit the nation in need more. (no exploitation) 3. The aid should not have a fee. 4. Education is preferable to direct involvement, both economically and militarily. 5. Diplomacy is preferable to military force. This is a non-exhaustive list; just some things that may actually help the species as opposed to the assistance that is presently offered to developing nations. Reason: to benefit the species as a whole and help progress from our infancy. To help those countries in need get to a point where they can contribute to the progress of the species instead of serving as a wounded leg that we keep neglecting to treat. Side: Yes

Developed nation could if and only requested. But once requested they must make sure the developing nations are willing to help themselves, otherwise its all for naught because that nation will depend on foreign aid. For instance, look at the nations in Africa that the US and countless other countries help to rebuild them. The truth is, the people don't want to become better therefore they will not become better. Besides that, where have you got this fact from? I think it's wrong to say, that the whole population of Africa doesn't want to improve their lives. Besides... Just because something hasn't worked in Africa, it doesn't imply that the developed nations should stop trying to help elsewhere. Side: Yes
