However, I might argue that in this day and age people hardly devote time to leisurely activities...everything they do must have an objective/rationale. Hence, it is getting increasingly difficult for people to maintain healthy reading habits, because they might see it as something they can live without. This is leading to a deep dip in knowledge levels. Side: Yes

If mandates can't be monitored nor tracked, what is the point of mandate? Mandate entails enforcement. If it's just to encourage reading, then why does the debate title say mandatory?
