No way! Help is always required. There is poverty not cuz everyone is lazy, but cuz things have been wrong with some. Illiteracy, corruption, famines. Things always happen. Jobs are important. Get them the jobs as a part of the welfare programme. We do it here, and make sure that they are treated right, know what to do and they don't screw it.

There are definitely holes in the system. Not having a safety net however is both cruel in cases where it is needed through no fault of one's own, and actually more expensive in the long run due to greater likelihood of disease spreading in impoverished areas, which would be rampant like a third world country if we didn't have it, and a vast increase in crime, which of course people tend to commit if they feel their is no other means of survival.

Over half of the world's population lives on less than 1 dollar a day. This is not because they are all lazy, but because there are not enough opportunities for everyone in our modern society. As a result of this, welfare is in effect in many countries. Limiting welfare to the disabled would be going against every principle of humanity and kindness.

Children can't be made martyrs because their parents may be living off the welfare system. The children must be helped.

Limiting welfare isn't going to make the country a better place. Not yet. It'll only be a good idea once everyone has the ability to get a job, which not everyone does, because corporations don't care about you or your starving family, unless they can get more money out of you.

The poor are not poor because they're lazy. There's no reason to act like they deserve to starve by taking away Welfare from them. Besides, most of the homeless are mentally disabled in the first damn place.
