You should run your tests on me in private tbph. This isn't even time restricted, you don't know how long I took to realise the answer...

Wrong. The correct answer is Dielectric Polarization. It just being electricity is too easy to be the answer plus it doesn't account for the "current that stays in place" or "river that runs both ways".
