We include fiction? Okay. I include attitude towards war strategy in my analysis as opposed to raw output of damage AKA 'raw strength'. 1. Ip Man 2. Kakuzu 3. Kenpachi Zaraki 4. Hector Barbossa 5. Napoleon Bonaparte 6. Genghis Khan 7. Count Dooku [later and earlier known purely as Dooku] (read about him rather than watch the movies alone to understand this) 8. Kakashi Hatake (One of the main reasons why Kakuzu lost the fight he lost, Kakashi was probably superior to Kakuzu in raw IQ but Kakuzu's comprehension of war itself and how to adapt to an enemy are unparalleled by any other character than Kakashi in the Naruto universe). 9.
