To take your agley logic to it's natural conclusion then it must be as equally futile for people to erect protective boundary walls around their homes/commercial properties , ( burglars can also carry ladders) install burglar alarms, ( thieves can circumvent such devices), banks wouldn't need to keep their assets under lock and key, ( criminals can crack safes and drill into strong rooms.

The best we can do is employ all the available measures which will make it more difficult for the criminals to commit their crimes, including (ILLEGALLY entering a country) and easier for the law enforcement agencies to successfully prevent crime.
