You can also discriminate against white people because they are white. Discrimination based on race was and is the definition of racism (meaning you can be racist against a person of any race). The "systemic" aspect of racism is a relatively recent addition to the definition. It allows for racism to exist where no specific racist exist, such as a company whose hiring practices result in disparate opportunities for people of color through no intention of any bad actors. The idea of racism without a racist is convenient for people whose careers rely on racism in a country where it is among the greatest social taboos, such as the United States. The sleight of hand in the OP, which is present in much of the national conversation, is in the application of systemic racism to individuals. Systemic racism requires no individual racist, and no individual racist can enact systemic racism (only take part in it). So when a black racial supremacist insults some white kid because he is a white kid, that is racism against a white person, though it is not systemic. On the other hand, when institutions of power, such as state universities or government entities establish affirmative action policies that disadvantage white people, they are contributing to systemic racism against white people, even if no racist enacted it.
