From about the 4th week of gestation, roughly speaking. But not all brain activity is equal. The ability to respond to stimuli at this stage is comparable with that of a coma patient with a maximum score on the Glasgow coma scale. The very earliest foetal brain responses to sound (which is one of the first senses to develop alongside vital brainstem functions) is about 16 weeks.

It isn't an exact science: developing brains behave quite differently, but it is generally accepted that at about 16 weeks foetuses develop the ability to respond to exterior stimuli.
