Which Grading method is better?

The purpose of this debate is to decide which is a better grading method. Everyone knows the traditional way, All homework counts for our grade, as well as tests. Pretty basic. Then their is proficiency grading, which is the new method they are slowly trying to get all schools to transfer to. Proficiency grading is PURELY based off of TEST grades. Homework has absolutely no effects on our grades. To pass, every single test must be a passing grade (C or above) Lets say you pass two out of three tests, you would fail the whole class. It is based simply off of your knowledge and how well you do on the test. Many kids love it, some hate it. Same for teachers, although the majority hate it. So what do you think is the better method?

I think a lot of kids would do poorly with proficiency grading, because they'd blow off studying thinking they know enough to pass the test, then whoops...looks like they're going to summer school.

I am pretty neutral on it, I like it sometimes, then other times I don't. But I do struggle with it sometimes on that part, I've never really been one to study on my own (although I have gotten better now that I have to) so at first I was barely passing tests because I didn't do my homework. The teachers still offer it, but most kids don't do it which results in them failing. So you point out a good flaw in proficiency grading.

Proficiency grades sound stupid, they don't even count the grades that the student earned!

I don't see a real difference between the two. The end result in both is whether or not you can regurgitate everything they told you to the system like a good computer with out free thinking or questioning. That being said, at least homework had some free thinking questions. Rare but they were there.
