No, but the cost of the wall to keep out the Greaser filth out could be significantly reduced if the bodies of the adults who endanger their children's lives were used as temporary building blocks until a more permanent structure can be erected.

LAREDO, Tex. — Last spring, as Central American children flooded into Texas in a way he had never seen in his three-decade career, Border Patrol agent Robert Harris decided to experiment.

His intelligence analysts estimated that 78 percent of the guides smuggling other migrants were Mexicans younger than 18 — teenagers often hired or conscripted by drug cartels that knew they would not be prosecuted if caught — and he wanted to attack this loophole.

“Why don’t we remove these juveniles from the smuggling cycle?” Harris, the outgoing commander of the Laredo sector of U.S. Customs and Border Protection, recalled thinking.

Now, as a result of that decision, young Mexicans are being held for months without charge in shelters across the United States, sometimes without their parents’ knowledge. Since the program began in May, 536 juveniles have been held — 248 of whom have been deported to Mexico after an average stay of 75 days, according to Border Patrol statistics. Mexican authorities say some of these repeat border-crossers have spent as much as six months in U.S. custody while they await an appearance before an immigration judge.

WASHINGTON — The Department of Health and Human Services placed more than a dozen immigrant children in the custody of human traffickers after it failed to conduct background checks of caregivers, according to a Senate report released on Thursday.

Examining how the federal agency processes minors who arrive at the border without a guardian, lawmakers said they found that it had not followed basic practices of child welfare agencies, like making home visits.

The Senate’s Permanent Subcommittee on Investigations opened its inquiry after law enforcement officials uncovered a human trafficking ring in Marion, Ohio, last year. At least six children were lured to the United States from Guatemala with the promise of a better life, then were made to work on egg farms. The children, as young as 14, had been in federal custody before being entrusted to the traffickers.

In addition to the Marion cases, the investigation found evidence that 13 other children had been trafficked after officials handed them over to adults who were supposed to care for them during their immigration proceedings. An additional 15 cases exhibited some signs of trafficking.

The report also said that it was unclear how many of the approximately 90,000 children the agency had placed in the past two years fell prey to traffickers, including sex traffickers, because it does not keep track of such cases.

The Obama administration sent illegal immigrant children into “modern-day slavery” by turning them over to sponsors who forced them into child labor or subjected them to sexual abuse, members of Congress said Thursday as they demanded that top child protection officials explain how it could have happened.

Social workers don’t verify all sponsors’ identities, don’t make site visits to see the conditions they’re sending the children to, don’t insist on follow-up visits to see how the kids are doing and don’t consider serious criminal records — including child sex charges — automatic disqualification for hosting a child, congressional investigators said.

As a result, the government delivered children into the hands of what amounted to sexual predators or abusers or placed them into abject poverty, investigators detailed in a report about malfeasance at the Department of Health and Human Services’ Office of Refugee Resettlement.

One girl was sent to live with a man who claimed he was her cousin and who had paid to smuggle her into the U.S. It turned out he wasn’t related at all, but instead had paid to bring the girl — with her mother’s encouragement — on the understanding that she would become his wife. She became uncomfortable with their sexual relationship, came forward to report the real story and was taken into child protective services.

In another case, a boy was turned over to a man who posed as a relative, but was in fact connected to smugglers who forced the child to work almost 12 hours a day to pay off the $6,500 his mother gave to smuggle him into the U.S., congressional investigators said. That situation is so prevalent it has earned a name: debt labor.

Christina Brown pulled into the refugee camp after an eight-hour drive across the desert. It was late July of last year, and Brown was a 30-year-old immigration lawyer. She had spent a few years after college working on political campaigns, but her law degree was barely a year old, and she had only two clients in her private practice in Denver. When other lawyers told her that the federal government was opening a massive detention center for immigrants in southeastern New Mexico, where hundreds of women and children would be housed in metal trailers surrounded by barbed wire, Brown decided to volunteer legal services to the detainees. She wasn’t sure exactly what rights they might have, but she wanted to make sure they got them. She packed enough clothes to last a week, stopped by Target to pick up coloring books and toys and started driving south.

As she pulled into the dusty town of Artesia, she realized that she still had no idea what to expect. The new detention center was just north of town, behind a guard station in a sprawling complex with restricted access. Two other volunteers had been in town for about a week and had permission from federal officials to access the compound the following day.

Brown spent the night at a motel, then drove to the detention camp in the morning. She stood in the wind-swept parking lot with the other lawyers, overlooking the barren plains of the eastern plateau. After a few minutes, a transport van emerged from the facility to pick them up. It swung to a stop in the parking lot, and the attorneys filed on. They sat on the cold metal benches and stared through the caged windows as the bus rolled back into the compound and across the bleak brown landscape. It came to a stop by a small trailer, and the lawyers shuffled out.

As they opened the door to the trailer, Brown felt a blast of cold air. The front room was empty except for two small desks arranged near the center. A door in the back opened to reveal dozens of young women and children huddled together. Many were gaunt and malnourished, with dark circles under their eyes. “The kids were really sick,” Brown told me later. “A lot of the moms were holding them in their arms, even the older kids — holding them like babies, and they’re screaming and crying, and some of them are lying there listlessly.”
