You're on the freeway.. The POSTED speed limit is 70? But, what's the ACTUAL speed limit?

When I say "actual" speed limit, I mean the maximum speed at which you can go, and KNOW, absolutely that you won't get a ticket. Can I go 75? Can I go 80? I've guessed wrong lots of times. Does it depend on how a cop feels? On how you look? On your race?? Who knows?? But, it certainly shouldn't be that you guessed wrong.
I'm in favor of a POSTED drop dead speed limit... Without it, it takes the power to control your life out of your hands, and puts it directly INTO the cops hands. That ain't the way it's supposed to be.. But, with a drop dead limit, the power to control your life remains in YOUR hands, which is where it should be.

The displayed limit should be regarded as the absolute maximum speed at which you should travel. In certain extenuating circumstances cops are permitted to use their discretion and may issue a simple verbal warning rather than give the offender a ticket. It must be emphasised that the driver's good judgement must be relied upon to adjust his/her speed to be compatible with the prevailing road and weather conditions which may necessitate a significant reduction from the sign posted limit.
