Johnny is justified because he did it for protection against Bob because he was drowning Ponyboy. Pony could have been killed and Johnny saved his life and probably his as well. Bob was drowning Ponyboy because of a pretty stupid reason, that they hung out with Cherry. Killing Bob also showed the Socs that they are capable of doing something like that. This scared them and probably made them think that it is not a good idea to bother them.
