No because eyewitness accounts rely entirely on the honesty of the witness. Assuming the witness is human, Humans are often subject to temptation for money, thus creating a vulnerability to bribery. Also a witness could be protecting the person accused or could twist the statement to further dissolve the integrity of the accused due to a dislike of the subject.
I believe eyewitness statements to actually be one of the most unreliable forms of evidence.
