Won't that simply create a cloning "black market," even more dangerous than open cloning? The illegal use of technology, like the omnipresent meth lab or illegitimate abortion, proves that no democratic government can truly fully regulate any technology. Government regulation couldn't possibly control cloning fully, and would create an illegitimate and dangerous market.
And what about the clones who are forced to give up their organs? The possibility of creating clones just for organ donation is too dangerous. Isolated organ cloning comes from stem cells, destroying an entire life to give one organ to a human whose use of it is questionable. It's not worth negating an entire lifetime to give a living human 10 more years.
Focused breeding is dangerous. When you breed to maximize positive traits, you unintentionally maximize negative ones, too. Look at the chickens that can't walk, or the roosters that go on killing sprees. Cloning is just another extremity added to that process.
